What changed
The Commission proposed moving cookie rules into the GDPR, with some consent-free measurement and a duty to accept browser signals. The Council's October 21, 2026 position keeps the ePrivacy rules and drops that duty.

What to do
- Keep opt-in consent for non-essential cookies.
- Make refusal one click and remember it.
